Scottish National Party candidate Rosa Zambonini was elected to serve as one of the four members for Ward 20 of North Lanarkshire Council.
The single mum-of-two, of Netherton, said she was delighted with the result.
She added: “I am determined to work tirelessly to secure a better future for families in this area.
“As a resident myself I’m aware of many of the local issues.
“I understand both the joys and the frustrations faced by residents.
“Notice of my surgeries will be posted and I encourage residents to come and get to know me.
“I want to be accessible and I really look forward to getting to know the people I serve.”
The by-election comes after Marion Fellows resigned from North Lanarkshire Council in May after being elected as the MP for Motherwell and Wishaw.

Peter said: “I’d like to congratulate Rosa on her victory and wish her all the best in her new role.
“I’d also like thank everyone in Wishaw who voted for me and everyone who worked so hard on the campaign.
“A lot of effort goes into an election campaign and I really appreciate everyone who worked so hard.”
